U.S. 'seriously' considered shutting down DC subway system

WASHINGTON (Reuters) - U.S. Transportation Secretary Anthony Foxx told reporters Tuesday he seriously considered ordering a shutdown of Washington's troubled subway last week and warned the subway agency he would not hestitate to use that authority if necessary.
